Who we are
Americans for Fair Health Care (AFHC) is a coalition of clinical and advocacy organizations dedicated to protecting patient access to care by supporting America’s hospitals and the medical providers that serve them.
This site is operated by AFHC for the purpose of hosting the petition to enforce the No Surprises Act. It is the only purpose for which information collected here is used.
What we collect
When you sign the petition we ask for your first name, last name, professional credentials and ZIP code. Your email address is optional. We also record the date and time your signature was submitted.
Our servers automatically log standard technical information, including IP address, browser type and the pages you view. We use this to keep the site secure, prevent abuse and understand how the site is used. We do not use it to build a profile of you.
How we handle your signatures
Signing a petition is a public act of advocacy, and we treat your signature accordingly. The petition exists to be submitted to Congress — that is the reason we collect your details, and it is the only reason. This section explains exactly what happens to them.
- Your name and professional credentials are compiled into the petition record delivered to members of Congress and their committee staff.
- Your ZIP code is used to group signatures by congressional district, so that legislators can see support among the people they represent. We deliver district and state totals rather than individual ZIP codes.
- Your email address is never included in the petition record and is never shared with congressional offices.
- We may report aggregate figures publicly, such as the total number of signatures or the number of states represented. We do not publish a searchable list of signatories on this site.
- If you want your signature withdrawn, contact us and we will remove it from any record that has not yet been delivered. Once a petition record has been submitted to Congress it cannot be recalled.
The completed petition and its signature record are submitted to Congress in support of H.R. 4710 / S.2420. We may submit updated records as further signatures are gathered, and we may reference the running total publicly when we do.
How we use your information
- To compile the petition record and deliver it to Congress.
- To confirm your signature, if you gave us an email address.
- To send you updates on the petition’s progress and the committee markup, if you chose to receive them.
- To detect and prevent duplicate, automated or fraudulent submissions.
- To maintain the security and reliability of the site.
Sharing and disclosure
We do not sell your personal information. We do not rent it, trade it, or make it available to advertisers or data brokers.
We share information with the service providers who host this site, process submissions and deliver our email, and only to the extent they need it to perform that work. They are not permitted to use it for their own purposes.
We may disclose information where we are required to do so by law, or where it is necessary to protect the rights and safety of AFHC or others.
Email and communications
Giving us your email address is optional, and you can sign the petition without one. We use it only for petition purposes: to confirm your signature, and to send updates on this petition, the legislation it concerns and the committee markup.
We do not use your email for any other campaign, we do not add you to unrelated mailing lists, and we never pass it to congressional offices or to third parties for their own use. Every email we send includes an unsubscribe link. Unsubscribing removes you from the mailing list but does not withdraw your signature.
Cookies and analytics
We use a small number of cookies that are necessary for the site to function, such as remembering that you have already signed the petition.
We use Google Tag Manager to load and manage the measurement tags on this site, including Google Analytics. These tell us how many people visit, which pages they read and how they arrived. The data is aggregated and we do not use it to identify you individually.
Google processes this data under its own terms. You can opt out using Google’s browser add-on or your browser’s cookie controls, and if your browser sends a Do Not Track signal we honour it. Declining analytics cookies does not prevent you from signing the petition.
How long we keep your information
We keep signature records for as long as this campaign is active, and for a reasonable period afterwards so that we can report accurately on what was delivered and when.
Technical logs are kept for a short period and then deleted. If you unsubscribe, we retain a minimal record of your request so that we do not contact you again in error.
Your rights and choices
You can ask us for a copy of the information we hold about you, ask us to correct it, ask us to delete it, or withdraw your signature. Depending on where you live, you may have additional rights under state privacy law, including the right to know what categories of information we collect and to opt out of certain disclosures.

Changes to this policy
We may update this policy from time to time. When we do, we will revise the date shown at the top of this page. If the changes are significant, we will say so clearly on the site.
